Situation:
The capacitor, which should be installed between the 41421B front panel and the SMU
board, is not installed. Since the capacitor is for eliminating the noise, the 41421B voltage
force mode may be noisy. However, performance verification will pass (specification is
satisfied) even though the capacitor is not installed.
