Resolder a mass of dry joints on the PSU & line output panel then replace the short circuit line output transistor (TR11) S2000A3.

Int starting , chopper drive present. If pin 3 IC1 , LM358 low check R14 & R16 , 220k.
If still no go , check TR20 on Tuner IF PCB .
