| It sounds like the primairy side of the power supply isn't starting correctly.
As you allready mentioned, you could try to replace all the small capacitors in this primairy cicruit. There should probably 3 or 4.
These capasitors will dry out after soem time, due to the heat generated by the semiconductors in this power supply.
